The Skills Validation Infrastructure Is Going Live: Four Signals That Change the Conversation

California deploys the first state LER for veterans

On June 17, 2026, Governor Newsom launched California's Career Passport — the state's implementation of a Learning and Employment Record that aggregates academic transcripts with verified credentials earned outside the classroom, including military service and vocational training. What a candidate knows on paper is not what stops a breach. What they can do under operational pressure is.
