The case that the hiring system is changing doesn't need to be made on faith anymore. This week's data paints a specific picture: skills decay faster than credentials can track them, corporate and federal pipelines are converging on earn-and-learn as the dominant model, and the proof of concept for translating military experience into civilian credentials now exists at scale. Skills decay faster than credentials catch up
Lightcast released research tracking how quickly the skills content of jobs changes over time. The headline finding: the average occupation replaces roughly a third of its required skills within three years. For a quarter of all jobs, more than 75% of the required skills changed over the same period.
The implications are precise and uncomfortable. A bachelor's degree certifies what someone knew on graduation day. By the time that person is three years into a job — or three years out of military service — the credential describes a moving target that has already shifted. The hiring market is beginning to build around this reality: a static credential cannot reliably predict current capability. What replaces it is continuous, demonstrated performance — a record of what someone can do right now, in conditions that resemble the actual work.
For veterans, the skills-decay finding cuts both ways. It is a problem — military experience, even recent military experience, is not a permanent guarantee of current civilian competency. Siemens opens 5,000 earn-and-learn spots for veterans
Siemens announced Expedite for Vets: free access for up to 5,000 veterans and active duty service members to an ABET-recognized micro-credential in advanced manufacturing, automation, digital engineering, and infrastructure. The program is delivered in partnership with Vets2PM, an established DoD SkillBridge provider, and includes mentorship and a pre-apprenticeship track. The credential is designed to be completed in weeks or months, not years.
This is a significant signal for two reasons. First, ABET recognition means the credential meets the same academic quality standards used to accredit engineering and technology programs at universities. Siemens is not offering an internal badge — it is offering a credential with external, institutional validation. Second, the SkillBridge partnership means transitioning service members can pursue this credential during the final 180 days of active duty, before separation. The practical barrier — the gap period between leaving service and demonstrating civilian-relevant skills — is compressed.
Siemens has also committed to training 200,000 professionals in critical sectors by 2030. Expedite for Vets is one channel into that goal. Federal money for the hire: VET Act H.R. 4105
The Veterans Energy Transition Act — H.R. 4105, introduced by Representatives Kiggans and Houlahan, both veterans, both members of the House Armed Services Committee — brings the federal side of the pipeline into view. The mechanism is specific: a Department of Labor grant of up to $10,000 per hire, paid to the employer, when they bring on a veteran, transitioning service member, or military spouse into a role in energy, utility, or advanced manufacturing. $60 million per year, authorized through FY2031. Simplified access for small businesses and nonprofits. Priority pathways through registered apprenticeships.
The VET Act sits inside a cluster of legislation — Project Patriot Pipeline, the Manufacturing Jobs for Veterans Act, and now this — that is building the federal case for veteran-to-critical-industry pipelines through practice-based employment rather than academic credentials. The legislation has bipartisan sponsorship and coalition support from NEMA, the Niskanen Center, and RecruitMilitary.
The $10,000 employer grant directly addresses one of the persistent barriers on the hiring side: the employer's financial and operational risk of bringing in a candidate whose civilian-sector track record is limited, even when military service is deeply relevant. If an employer in energy or manufacturing considers a veteran applicant and calculates that validating and onboarding that candidate costs time and money they cannot easily recover — the grant changes that math. The JFF and Manufacturing Institute Manufacturing Readiness LER pilot answers the most skeptical objection to the veteran transition narrative: is there actually a systematic way to translate military service into civilian manufacturing skills, or is it case-by-case guesswork?
The pilot covered 460 service members and veterans, across more than 300 Military Occupational Specialty codes, from all five branches of the U.S. military. The output: 1,826 verified digital badges, each connected to a specific manufacturing skill or competency recognized by the civilian labor market. Seventy percent of participants indicated they were open to storing those credentials in a digital wallet — the format ATS systems can eventually read. Fifty-two percent expressed interest in manufacturing careers specifically.
The crosswalk from military experience to manufacturing credentials is not theoretical. It exists, has been documented at scale, and produces a portable, verified record that employers can interpret. The pilot also reveals the current bottleneck: the employer side. Credentials were issued. But 72% of employer systems in the broader credential ecosystem are not yet configured to ingest, parse, and act on digital credentials at the point of a hiring decision. The translation layer exists. The receiving layer still needs to be built.
