The Market Has the Money and the Proof. It's Missing a Common Language.

Four signals this week span a nonprofit credential registry, a bipartisan energy bill, a peer-reviewed VR study, and an assessment-science journal. Together they describe a market that has the funding, the policy will, and the lab evidence to move veterans into critical work — and still lacks the one thing that ties it together: a shared, structured way to say what a person can actually do.

1.85 million credentials exist. Almost none of them talk to each other.

Credential Engine's Counting Credentials 2025 report puts a number on something the workforce world has long suspected but rarely quantified: the United States has 1,850,034 unique credentials on record, issued by more than 134,000 different providers, backed by an estimated $2.34 trillion a year in education and workforce investment.

That is not a small, fragmented corner of the market — it is one of the largest categories of spending in the country, and it is still operating without the structured, linked data (the kind Credential Engine's own CTDL and SOLID standards are built to provide) that would let an employer's hiring system actually query what a given credential means in practice. The report's conclusion is blunt: without that structured layer, skills-based hiring has nothing consistent to stand on. Employers can see that credentials exist. They largely cannot see, at scale, what any specific one actually certifies a person can do.

A $10,000 grant to hire a veteran into the energy sector

The Veterans Energy Transition Act (VET Act, H.R. 4105), introduced by Reps. Kiggans and Houlahan — both veterans themselves — builds directly on the existing SkillBridge program by formally authorizing partnerships between SkillBridge and employers in energy, utilities, and advanced manufacturing. The bill creates a Department of Labor grant of up to $10,000 for every veteran, transitioning service member, or military spouse an employer hires into these sectors, funded at $60 million a year through fiscal year 2031. Registered apprenticeships get priority, and the bill simplifies participation for small businesses and nonprofits while explicitly widening access to spouses.

This is a direct financial incentive layered on top of an existing, proven placement mechanism — not a new bureaucracy, but money attached to a pipeline that already works. It sits alongside Project Patriot Pipeline and the Manufacturing Jobs for Veterans Act as part of a growing federal cluster explicitly routing veterans into the specific critical industries — energy, grid, advanced manufacturing — that are already short on qualified people.

VR training beat classroom theory on a live 400kV substation

A peer-reviewed study published in Scientific Reports tested immersive VR training against traditional classroom-based theory instruction, using a real 30/400kV high-voltage substation project in Spain as the working scenario. The result favored VR clearly: trainees who went through the immersive version showed better knowledge retention, sharper hazard and risk recognition, and higher-quality decision-making under the kind of pressure a live substation actually creates.

This is exactly the kind of evidence the energy sector needs and rarely gets in peer-reviewed form. Grid infrastructure work is high-consequence — a wrong decision on a 400kV line isn't a theoretical error — and the traditional way to prepare someone for it is slow: classroom theory followed by closely supervised, real-world exposure over months. This study demonstrates that a well-built immersive environment can compress that preparation while measurably improving the judgment that matters most under pressure.

It also reinforces a pattern showing up across sectors: the same VR session that trains a skill can simultaneously generate the evidence that measures it. Soft skills, measured by what a candidate actually does in a game

A 2026 study published in the International Journal of Selection and Assessment examined immersive, game-based assessments designed to measure soft skills — the kind of judgment, adaptability, and interpersonal competence that resist multiple-choice testing — directly from behavioral data generated inside the game itself. Notably, the researchers didn't stop at measurement validity; they also studied how candidates reacted to being assessed this way, a question that matters as much for adoption as accuracy does.

This is squarely in the same territory as the VR substation study above, but for a different category of competency. Technical process skills — wiring a panel, operating equipment — are relatively straightforward to observe directly. Soft skills — how someone handles ambiguity, communicates under stress, adapts a plan mid-task — are harder to pin down, and traditionally rely on self-report or interviewer judgment, both of which are inconsistent at scale.

Game-based behavioral data offers a third path: observe what a person actually does when a scenario gets complicated, rather than asking them to describe how they'd behave. For veterans, whose most relevant soft-skill evidence — decision-making under pressure, adapting to changing conditions, leading under stress — was built in environments that never generated a parseable civilian record, this is the layer that could finally make that evidence visible to an employer. None of these four signals describes a shortage of money, policy attention, or scientific proof.
